An off-site meeting of Kursk Regional Duma Permanent Committee on Industry, Construction, Transport, Housing and Public Utilities was held at Zheleznogorsk plant of the Enterprise Group "Gotek"
The meeting focused on reviewing and discussing social policy practices of the Enterprise Group "Gotek" as an element of sustainable territorial development and socio-economic partnership in the region. The work program began with a plant tour of the companies "Gotek" and "Gotek-Print". Participants were shown production processes and infrastructure of the companies, they were told about approaches to labor organization and how to create a safe environment for employees.
During the committee meeting, Kurov K.N., CEO of the "Management Company of the Enterprise Group "Gotek", Bulgakova I.I., Deputy CEO for Human Resources, and Shuteeva T.Y, Chairman of the Group's United Trade Union, presented the company's social policy system. It is built on the partnership principles, open dialogue with workforces, investment in human capital and environmental responsibility.
The group's companies operate collective agreements regulating social and labor relations and ensuring sustainability of employment, occupational safety and social guarantees. The trade union of the Enterprise Group “Gotek” has been active 57 years already, since Corrugated Packaging and Labeling Plant in Zheleznogorsk was launched and it is viewed by the company as a full-fledged partner in improving business efficiency and sustainability.
The company currently employs 3,340 people; 1,470 of them work at its facilities in Zheleznogorsk. The average salary at the plant in Zheleznogorsk is 93,193 rubles exceeding the average for the Kursk region. All employment relationships are compliant with the Russian Labor Code, all decisions are made in strict compliance with the Labor Code taking into account the opinion of the elected trade union body and any issues that arise are resolved out of court.
Significant attention is paid to working conditions and safety. The company provides funding for employee medical examinations, sanatorium-resort therapy for workers nearing retirement age and allocates funds for equipment modernization and purchase of personal protective equipment. 83.3 million rubles were allocated for these purposes in 2025. Based on the results of 2024, "Gotek-SSC" LLC was recognized as the best organization in Kursk region in the category "Best Occupational Conditions and Occupational Safety in an Organization" for its economic activity (warehousing and storage activities).
Environmental responsibility is another focus of the company's social policy. Enterprise Group "Gotek" is investing in the construction of local wastewater treatment facilities and employing circular economy principles recycling suitable waste as secondary raw materials. These projects are aimed at protecting water resources and creating a safe environment for residents of the region. The total expenses on environmental measures in 2025 amounted to 6.5 million rubles.
Social programs cover employees, their families and veterans of the company. These programs include sanatorium-resort treatment, voluntary health insurance and benefits packages for key workers, payments for holidays and commemorative dates, cultural events and more; there are more than 20 areas in total. The amount of social benefits and guarantees exceeded 517 million rubles in 2025. A separate support package is targeted at employees participating in special military operation and their families.
The company also invests in developing the region's human resources. Personnel training expenses amounted to 13 million rubles in 20125. Enterprise Group "Gotek" collaborates with specialized universities, develops mentoring, trains employees at its own training center and provides student internship facilities.
Social policy of the Enterprise Group "Gotek" is viewed as a contribution not only to the development of its enterprises but also to the economic and social stability of Kursk region.
